Free import in cases:
- total cost of the imported goods is less than 65 thousand rubles and/or total weight is less than 35 kg.

- *In case if only one type of tobacco being imported, 100 cigars, 200 cigarillos, 400 cigarettes and 0.5 kg tobacco allowed.

Taxes are taken in accordance with following rates:
- For goods, with total price exceeding 65 thousand rubles and/or if their total weight exceeds 35 kg, but is less than 650 thousand rubles and 200 kg - 30 percent customs duty, but not less than 4 euro per kilogram in the exceeding part.
Export.
- All goods for personal use exported by individual persons from Russian Federation are tax- and impost-exempt.
- Export of articles of cultural interest is allowed upon obligatory written declaration and showing of the certificate of the Ministry of Culture of Russian Federation in relation to the fact that the article exported are not in the state registry and do not fall within the scope of the law “About export and import of cultural property”, and in the presence of a photograph of the article exported.
According to the law “About export and import of cultural property” the cultural property is movable articles of the physical world located on the territory of Russian Federation, viz.:
- The cultural property created by a separate person of a group of persons who are citizens of Russian federation;
- The cultural property of significant importance for Russian Federation and created on the territory of Russian Federation by foreign citizens and stateless persons residing on the territory of Russian Federation;
- The cultural property discovered on the territory of Russian Federation;
- The cultural property obtained by archeological, ethnological and natural-scientific expeditions with consent of competent authorities of the state from which the valuables come;
- The cultural property obtained as a result of voluntary exchanges;
- The cultural property obtained as a present or legally purchased with consent of authorities of the state from which the valuables come.
In Article 7 of the indicated law you can find categories of items falling within the scope of this law:
- historic valuables including those related to the historical events in the life of peoples, development of the society and the state, history of science and technology, and to life and activity of prominent figures (public, political, community figures, thinkers, scientists, people of art);
- articles and their fragments obtained as a result of excavations;
- artistic objects including:
- completely hand-made paintings and drawings on any basis and of any materials;
- original sculptures of any materials including relieves;
- original artistic compositions and installations of any materials;
- art articles of cultural designation, icons in particular;
- gravures, plates, lithography and their original printing forms;
- works of decorative and applied arts, including art objects of glass, ceramics, wood, metal, bone, cloth and other materials;
- works of traditional folk art crafts;
- elements and fragments of architectural, historical, art monuments and sites of monumental art;
- antique books, publications of special interest (historical, artistic, scientific and literal) separately or in collections;
- rare manuscripts and documentary monuments;
- archives, including photo-, phono-, film and video-libraries;
- unique and rare musical instruments;
- postage stamps, other philatelic materials separately or in collections;
- antique coins, orders, medals, seals and other items of collecting;
- rare collections and specimen of flora and fauna, articles of interest for such branches of science as mineralogy, anatomy and paleontology;
- other moveable articles including copies of historic, artistic, scientific and other cultural meaning, and historic and cultural heritage protected by the state.
If an article is a cultural valuable then besides written declaration you need the certificate of Ministry of Culture of Russian Federation for the right to export it and the photograph of the exported article. Without such certificate export of cultural property is prohibited.
- Besides the written declaration for export of arms you need a special permission of the Ministry of Home Affairs.
- Besides the declaration for bow instruments you need the Passport for the instrument and the bow with a seal of the Ministry of Culture of Russian Federation. If the musical instrument was made more than 50 years ago, you’ll need the Certificate of the Ministry of Culture for the right of export and the passport for the instrument and the bow. The cultural property made more than 100 years ago cannot be exported from the territory of Russia.
